Tax-Free Shopping: The System Changes in November 2026 (Refund Method)

For purchases from November 1, 2026, Japan's tax-free system changes to "buy at the tax-inclusive price first, then get a refund after customs confirmation when you leave." Until October you can still buy at the tax-excluded price as now.

Within 90 days of purchase, scan your passport at an airport tax-free terminal for customs confirmation. This must be done before you check your bags
Refund
After confirmation, the consumption tax amount is refunded by each tax-free shop or a commissioned refund company
Eligible amount
5,000 yen or more (excluding tax) purchased at the same shop in one day
Fukuoka Airport
Included among the airports where the procedure can also be done online via Visit Japan Web

Just after the system starts, procedures at shops and airports may differ. Check the official Japan Tourism Agency guidance first.

How to do it

  1. If you shop after November, pay the tax-inclusive price and keep the receipt and the goods.
  2. On the day you leave, before checking your bags, scan your passport at the airport tax-free terminal for confirmation.
  3. Receive your refund as the seller instructs (at the shop or through a refund company).
